Senior Research Analyst
DST-Centre for Policy Research, IISc, Bangalore

A key voice in global science policy and research innovation from India, Moumita Koley brings a unique perspective grounded in rigorous scientific training. She holds a Ph.D. in organic chemistry from the Vienna University of Technology, Austria, where her research focused on synthesizing small molecules to direct the differentiation of pluripotent stem cells toward heart muscle cells.

Transitioning from the lab, her interest evolved towards exploring the structure and evolution of science itself. Now, in dual positions as a Senior Research Analyst at DST-Centre for Policy Research, IISc, Bangalore, and a Research Fellow at the Research on Research Institute (RoRI), UK, her work tackles critical challenges in the research landscape, from advancing open science and responsible research practices to analyzing the transformative impact of AI on the scientific system, particularly on scientific publishing.

A recognized contributor to international science policy, she serves on the steering committee for DORA (representing Asia), the IAU Open Science Expert Group, and the 2025 Open Access Week Advisory Committee, and recently advised the International Science Council on the future of scientific publishing.
