
Takahiro Ueyama is a Special Advisor and former Chief Executive Member of the Council for Science, Technology and Innovation at the Cabinet Office of Japanese Government (CSTI). Born in Osaka in 1958. Completed a Ph.D. at the History Department at Stanford University after finishing the Graduate Program at the Faculty of Economics, Osaka University. He has taught at the Faculty of Economics, Sophia University (1998-2013) serving as its Dean from 2011-2013. After being Professor at the Faculty of Policy Management, Shonan Fujisawa Campus, Keio University (until 2015), and Vice President at the National Graduate Institute for Policy Studies (2015-16). Since joining the Council in 2016, Ueyama has devoted himself to expanding the national investment on academic activities in Japan, and now working on the 7th Basic Plan for STI which will be launched in April 2026. The policy initiative that Ueyama is most committed to now is to implement what is called University Endowment Fund of 10 trillion yen designed to financially support top-ranked research universities. In addition, he is interested in a new agenda such as economic security and its relation with Japanese academia.
